In fact the annual budget to the 'Arts' is some £450 million and the reduction is a mere 2.5%.

The final full stop should be inside the inverted commas.

I disagree (on the grammar criticism). Willo is correct in using the full point outside the quotation marks, where the quotation is a subordinate part of the sentence, used in effect as parentheses.
Had he written: "A classic example of when the argument is lost, patronise." the full point would go inside the quotes.
However, on the politics, Willo is invariably, horribly incorrect.
