The police so far have named the supect but have not released his description? Surely they should to help find this violent criminal?

Responsibility Deficit Disorder is a medical condition. Symptoms include inability to be corrected when wrong, false sense of superiority, desire to share personal info no else cares about, general hubris. It's a medical issue rather than pure arrogance.

This guy threw acid over kids and picked up and chucked one of them forcibly onto the pavement.
This is not something I'd expect anyone from my experience of life to do.
