This Libyan connection in several attacks has to be seen in context. Libya was a stable nation. Gaddafi had been wined and dined by the West. Assurances given. Had been securing his coastline.

Manchester & Reading. Both as direct consequences of Western policy to deliberately destabilize Libya and encourage regime change.
