In French we use c'est (it is) to describe anybody when in English that would be (he or she). That has always been so. When you read a Macron speech you are not getting what he said but the translator's version which is often alarmingly different. This sounds like french dottiness but prefer to investigate rather than jump in.

I can only think that this is a sop to the gender 'identity' crowd. An attack on the hegemony of the traditional family structure. Who is holding the line? How people complain when people support Le Pen.....Frigging hell....who is holding the line against these loonies when the parliament itself votes in this insanity.

I might be awake all night thinking about this. There is a rumour that many married French people indulge in mistresses, and male equivalents. Mistresses have graduated to wife status - mother could cover a prospective stepmother, change of parent two and a quarter to parent two and three quarters will produce lots of challenging record amendments. There is always the widowed original parent - will they use parent one and parent three? The classic case is Henry VIII - come in wife number six.
