OK so Freedman is DoF whilst Parish signs the cheques and the contracts. What role does Roy have regarding transfers?

He's spends his time as a moderator on here, closing down unnecessary threads.

I suspect 'policy' may be a bit of an exaggeration.

The reason for my question is to seek opinion as to whether or not Roy is culpable with regard to our paucity of quality in the team.

He does the gags. Then the others go out and buy the players and put them in the dressing room. Then they look stupid when Hodgson explains that he was joking.

And the only scouts are the kids wearing woggles.

Actually this recently published article hits the nail on the head

Not a big fan of this article:
There are lots of reasons to criticise our transfer policy, but Rakip is not one of them. Never signed as a first team player.
Negative article that seems to be writing our season off already. Plenty of games left.
Mentions the new main stand in the same breath as being relegated. Our investors need some return on their monies.
Contradictory: mentions us ‘halfway there’ to doing a Sunderland then says we can consolidate top half Championship. Good to see all predictive bases covered!
Mentions food hygiene at the training ground. This is the sort of story that only comes up if a club is not doing well. It was closed for one day back in August, no big deal.

A brilliant article absolutely spot on and please add how we treat suppliers and subcontractors.

We are a Premier club with a National League attitude to administration and planning!

We don’t have a transfer policy.

We lurch from one window to the next and generally fail to address all of our needs, especially in terms of goal scoring.

Much akin to how we lurch from one relegation scrap to another with intermittent periods of late season purple patches.

Trump lost. Badly. Hahahahahahaha.

Rakip is not one of them? I'm surprised you think so. I would have said the complete opposite, for me it absolutely highlights the bizarre goings on at the club within their transfers system, and is an emblem of failure within it. You can essentially sum up our transfer issues with him and/or Jach - unnecessary, added nothing and wasted time and funds, and just all out weird.

Rakip was not signed as a first team player. Parish has gone on record to say that. He was signed to bulk out the first team squad for training, anything that we got from him above that was a bonus. A cheap option that was easy to get over the line.

Don’t get me wrong, our transfer policy has been shyte. But Rakip doesn’t fit with that. £16m for Sorloth on the other hand...

Parish using his years of experience of schmoozing with nice sounding phrases there by the looks of it.
Sorloth and Ayew weren't signed as first teamers either.
