Son penalty decision right despite the lack of contact

If you want to know how difficult it is to be a top-flight referee, then yesterday’s game between Arsenal and Tottenham was the perfect example, and particularly Mike Dean’s decision to award Son Heung-min a penalty for a challenge by Rob Holding.
On first view, I thought it was a penalty, as did Mike. Holding slides in front of his opponent and appears to catch him. Mike was excellently positioned, took his time and pointed to the spot.
However, television replays showed Holding did not touch Son, with the Tottenham forward going to ground far too easily. But what makes this decision so difficult is that you could argue it is still a penalty even though no contact has been made. Law 12 states that a direct free-kick is awarded if a player makes a challenge “considered by the referee to be careless, reckless or using excessive force”.
Nowhere does it mention contact must be made. We have seen players sent off for two-footed challenges where they make no contact, but the intent is clear.
Holding’s challenge was desperate and, as a result, careless. He made no contact because Son took evasive action rather than because he took any care to avoid his opponent.
Mike was also correct to penalise Jan Vertonghen for handball and award Arsenal a penalty, while the defender was fortunate to only be shown a second yellow rather than a straight red for his challenge on Alexandre Lacazette.
Then there were the celebrations and the tussle that followed Eric Dier shushing the Arsenal fans. I would expect Mike to put in his report anything that potentially incited the crowd, as that clearly did (and as Pierre-Emerick Aubameyang did, too). I felt he dealt with the situation well.
Overall I think Mike did well and deserves great credit. It’s one of the toughest fixtures and he handled it more than capably.

I wonder how a court of law would interpret it. They could well say that any challenge that doesn't make contact can't be careless or reckless and it certainly can't be using excess force if no contact is made.

Along the same lines if I went to punch someone and missed could I be prosecuted for GBH?

I've never heard anybody ever mention this rule before in either defence or prosecution of a dive. It makes the whole situation a complete farce as everyone that dives can always claim they were just avoiding a collision. Its madness.

For many years I've felt that two footed or studs showing challenges should be regarded as dangerous play even if the player cleanly wins the ball and felt if this happens play should continue but the offending player is shown the red card for dangerous play.

No arguments from me on that one. I think we need to call out the lack of media attention when the bad tackle or dive comes from one of the top six.
Son this week, Hazard two dives in a row last week and of course Felliani tackle on Luka last week. This gives legitimacy to poor refereeing.

Supplementary question: what would hapoen if Zaha did the same thing?

He certainly made the most of it but there was contact albeit minuscule so it was given. Think the penalty law at times is too much in the attacking sides favour as any contact now seems to be a penalty which shouldn’t be the case. Defenders should be allowed a little physical contact as long as it isn’t dangerous.

Saying that Zaha has exaggerated a few penalties in his time such as Man City at home so we can’t get too loud on this. Every premier league team has a diver/player who goes down too easily
