Just seen this :

Need to consider in detail before I form a judgement on the various proposals.

Nice spot Willo
1. 30 minute halves with clock stops when the ball is dead.
2. Penalty kicks either score or not with no scoring from the rebound (like a penalty shoot out)
3. Penalty shoot outs change the order from ABAB to ABBA.
4. passing to yourself at a free-kick, corner and goal-kick
5. a stadium clock which stops and starts along with the referee's watch
6. allowing the goal-kick to be taken even if the ball is moving
7.a goal-kick being taken on the same side that the ball went out on
8. a "clearer and more consistent definition" of handball
9. a player who scores a goal or stops a goal with his hands gets a red card
10.a keeper who handles a backpass or throw-in from a team-mate concedes a penalty
11. the referee can award a goal if a player stops a goal being scored by handling on or close to the goal-line
12. referees can only blow for half-time or full-time when the ball goes out of play

I agree with 2, 4, 5, 6, 8, 9, 10, 11

For number 3, the winner takes it all I guess

My immediate reaction is that with all the 'Timekeeping' changes, supporters would miss the last train home for night matches if they stayed until the end !

1. 30 minute halves with clock stops when the ball is dead.

Not sure about this. How long could halves potentially last in comparison to a standard 45. If there are no 'dead balls' (goals, penalties, injuries,
subs etc.) what would 30 mins of football be like

2. Penalty kicks either score or not with no scoring from the rebound (like a penalty shoot out)

Like the sound of this

3. Penalty shoot outs change the order from ABAB to ABBA.

This too. Change the potential advantage.

4. passing to yourself at a free-kick, corner and goal-kick

This is being considered? Find it strange.

5. a stadium clock which stops and starts along with the referee's watch.

Kind of like rugby. Guess it could make point 1 better.

6. allowing the goal-kick to be taken even if the ball is moving

Nope.

7.a goal-kick being taken on the same side that the ball went out on

This is what I grew up on. Does it matter much?!

8. a "clearer and more consistent definition" of handball

Thought it was okay already. Below the shoulder, arm moving towards the ball, away from the body.

9. a player who scores a goal or stops a goal with his hands gets a red card

I thought this was already the case for stopping a goal?

10.a keeper who handles a backpass or throw-in from a team-mate concedes a penalty

Maybe better than the current red card rule.

11. the referee can award a goal if a player stops a goal being scored by handling on or close to the goal-line

YES!

12. referees can only blow for half-time or full-time when the ball goes out of play

Rugby-esque. That could add to the drama. I like that.

The question is. How would this affect things like Sunday football, especially the time keeping? Would there be professional rules and amateur or development rules?

Very good point.
I can see some park referees not being keen on stopping and starting their watches numerous times !
And many would be late for their Sunday lunch !

At the end of the day, there should always be considertion as to how to improve the game as a spectacle etc etc, but one has to be careful not to introduce too many changes which could alter the dynamic of the great game.

Going out soon - will give all of this consideration in the next couple of days.

4. passing to yourself at a free-kick, corner and goal-kick4.

Wonder if Wilf can just pick himself up and keep going, he can't be challenged due to the 10 yard or does the ref stop the kick being taken quickly?

1. 30 minute halves with clock stops when the ball is dead.

No

2. Penalty kicks either score or not with no scoring from the rebound (like a penalty shoot out)

Yes - I presume they also mean own goals from post/bar will not be allowed.

3. Penalty shoot outs change the order from ABAB to ABBA.

Yes, as I have felt this before, the way Tie-breaks are in tennis.

4. passing to yourself at a free-kick, corner and goal-kick

No.

5. a stadium clock which stops and starts along with the referee's watch

No.

6. allowing the goal-kick to be taken even if the ball is moving

Not sure.

7.a goal-kick being taken on the same side that the ball went out on

No, the change hasn't caused any problems.

8. a "clearer and more consistent definition" of handball

No, Just keep it as it is, whatever it is there will be problems.

9. a player who scores a goal or stops a goal with his hands gets a red card

No, it just increases the problems if a ref gets it wrong.

10.a keeper who handles a backpass or throw-in from a team-mate concedes a penalty

No

11. the referee can award a goal if a player stops a goal being scored by handling on or close to the goal-line

Definitely not. Crossing the line is a goal, not perhaps or maybes.

12. referees can only blow for half-time or full-time when the ball goes out of play

Yes

Most of this seems a tad unecessary to me, if people are cheating time wasting, let the ref sort it out, punish them they will soon get the message, one thing i personally would like stopped is the subs in the last ten minutes, easy to solve, on the 80th minute , no more subs allowed regardless, i pay to see 90minutes, and i get really p......d off when you have subs late in a game, designed to kill the game, when it could ,should be the most exciting period of a game

I am opposed to any tinkering with the rules which will give MotD and Talks***e pundits more points to pontificate about.

Anything that speeds the game up in terms of the 'ball actually being in play' must surely be a good thing.

This is an area that has been severely eroded over the years as the price of supporting or watching football spirals in price!
One of the reasons why nearly all commentators of live matches have to talk such utter b*ll*cks!
