Depends on how long you intend staying and whether you think the neighbour will move on himself. The most obvious first step is to try and talk to him and try the "we are sensible mature adults and both want a quiet life" approach. If that fails I would suggest asking informal advice from the local council.
Keep a record of every incident with dates, time, duration, any conversations you have and names of witnesses. None of this will be any use though unless you have made repeated polite, calm and reasonable approaches to try and reach a compromise.
If it does come to a formal dispute then you need a long standing diary of events that, when taken as a whole, adds up to a pattern of antisocial behaviour.

Take some legal advice ...you don't necessarily have to implement any action. A letter from your solicitor may be sufficient to shut him up but moving away may be the only solution for your total peace of mind.

I once had a thug for a neighbour and fell out with him over a blocked drain which was nothing to do with us. (My son and I don't use tampons!!!). He threatened me and I stood up to him face to face - nothing of course happened. However, soon afterwards there were overnight attacks on my property - gouges on the bodywork of my car, plants dug up etc. Total scumbag - even when we were on speaking terms he was boasting of having contacts who'd "take out" people for £1,000. I always presumed he didn't just mean out for day trips but what a ridiculous thing to put into a conversation?
