Responsibility Deficit Disorder is a medical condition. Symptoms include inability to be corrected when wrong, false sense of superiority, desire to share personal info no else cares about, general hubris. It's a medical issue rather than pure arrogance.

If 10% of the population don’t speak English (likely more) and these cops can communicate in some form with an English Bobby it does make sense in some ways.
Employing them in these non English speaking areas might prevent the racism claims and anti plod mantra. Not really a bit of my think but as a strategy in an area; as long as it’s always the truth back to base it could work. Sorry

The report is here, and it doesn't say that. Generally good advice to fact check anything from GB News.

It says that:

- Vetting slipped due to pressures to get numbers up: "we found examples of forces granting vetting clearances to substantial numbers of unsuitable applicants. Some of these vetting decisions may have been influenced by pressures on forces to meet certain recruitment targets."

- Increasing diversity was one of the few plus points: "However, the uplift programme has brought some benefits including increased workforce diversity – something the service has struggled with for years... I applaud the increase in diversity in recruitment"

- from the austerity/government driven slash in numbers followed by mass recruitment: "But during the austerity years, forces had to reduce the number of experienced officers and staff at an alarming rate"

- that has created a concerningly inexperienced workforce: "by 2024, 38 percent of all police officers will have fewer than five years’ service"

And this is the report into the vetting bit. If you search 'English', any word that includes 'liter' (e.g. literacy, literate), 'writing', 'reading' - no relevant results come up.
