Nope. This is the rule: Immediately after touching the ball with the arm, even accidentally, the player scores a goal or creates a goal-scoring opportunity. Unless it's a top six side, then it will be ignored. Their second should NOT have stood on that basis. OK, I've edited the rule for accuracy.

I remember the camera behind the goal. The ref had a perfect view and was not obstructed and yet he missed the goal and or the handball.

Not grammar, malapropism. Some times we don't know the word used is wrong, and others laugh at us. Spelling mistakes and grammatcal errors are fine to be ignored on a website like this, but it is kind to inform someone of a misused word.
