Just had a look at the Fans forum it seems this was just a PR stunt she was never in the frame for the job.

I admit that when she was appointed, I failed to take on board that it was only as caretaker. Now I'm aware of that, it becomes clear that it was a tick-box exercise or, as you've concluded, a PR stunt.
