I see Bill Barr has said he also thinks that the D o J already have sufficient evidence to indict Trump over him taking away unauthorised documents, and that this is a serious offence. So appointing a special prosecutor can only be to try to ensure that as few people as possible believe there is any political motivation when the charges are laid. The downside is the delay, which Trump will surely exploit. I think that's why he has declared his run. He must know he has little or no chance but if he can string things out until the next POTUS takes over, and it's a Republican, he will be hoping they dismiss the prosecutor and give him a pardon. I recognise that's just speculation but it does seem the most probable explanation of what lies behind this week's events.
