You will probably have better information than me, but I suspect that whilst the desire is there, the means may be stymied by international conventions and practicalities. Like where, and how to send him, if we don't enjoy good relations, have flights there, or they refuse to accept him. No-body wants dirty washing dumped on them. If their home country can be shown by an efficient lawyer to present a risk, then we are between a rock and a hard place.

We have sleep walked into a situation where we have so many who need monitoring we don't have the resources. It is emerging that he was going to his mosque at the same time he started buying bomb components, coincidences abound
Responsibility Deficit Disorder is a medical condition. Symptoms include inability to be corrected when wrong, false sense of superiority, desire to share personal info no else cares about, general hubris. It's a medical issue rather than pure arrogance. |

As I mentioned previously, the biggest problem with removing undocumented arrivals, is getting them documented ( if this makes sense). It is not unusual for them to claim to be a nationality that they are not. This bomber claimed to be a Syrian, which he was not. To remove anyone you need authority/acceptance from the receiving government.
