As I understand it Rule L1 works as follows:

Immediately following each transfer window, all Premier League teams must submit a Squad List of up to 25 players to the Premier League. Each Squad List may include, at most, 17 non-Home Grown players.

Unless this has changed PV has to name his squad of 25 on Sep 1 for the campaign up until the Jan transfer window.

Based on what we have seen so far this season we need some serious upgrades in the quality of the 25 man squad don't you think ??
