The thing is, although you are correct about it being addictive, it is not nicotine that kills smokers. Nicotine is similar to caffeine inasmuch as it's a stimulant. If you were to drink a neat shot of either it would likely kill you. I think that opiates are far more addictive and lethal, and there are many forms of those. Some legal and many prescribed.

Some people get 'popcorn lung' I believe and maybe there should be more regulation of vape liquids to ensure uniformity and standard, but I certainly agree that in principle it's likely much safer and healthier to vape than smoke.
