What you could do, simplicity itself, is play the extra time with widened goal-posts. Double the width. If that doesn't do it, nothing will.

If you go 1-0 up in 2 mins push on for a 2nd and 3rd instead of sitting back for half a game and conceding an equaliser so enabling another country's capital city to celebrate. That might be an alternative to penalties.
