As far as I am aware public sector workers never got furloughed - they were paid full salary instead.

Joking aside the unions are doing the managements job for them by insisting work can be remote. When somebody decides to move the DVLA abroad the union argument that is has be done in the UK will not hold as they have been advocating for remote working. Edited by Badger11 (05 Aug 2022 9.52am)
