Rules Q: Do players need WP if played in PL be4?

Work Permit I mean. Do they still apply for it of they had played in the PL previously? Like, as an example, in the case of Kagawa, who has played for Man United. If he were to have an offer to return to the PL, would he still need to apply for another one now? Thank you to anyone whonknows and can clarify.

Yes, as work permits are job-related, so a different employer would require a new application.
