I think this Is a problem we always have, we put in such low starting bids that it gets people’s backs up, so frustrating and shows how clueless some of our staff are.

Which is, of course, assuming that this story put out by the Mirror & not corroborated anywhere else is true. Every other place I've seen it the 'source' traces back to them. Very, very few of these stories that everyone gets all "we're an embarrassment" about ever turn out to be factual.
