Bernard close to 4 year deal with Everton for 6 million euros a year. That's 5 million pounds and a weekly salary of around 95k. Considering the auctioning for him in the last days, it's normal that it has gone up this high. Still worth it though. Should Palace still get in there with a, let's say, 120k a week offer? I don't see why Everton would be that much more attractive than Palace. Bernard is for me more efficient and more accomplished than Meyer (yes, also older, but we don't know how much more Mwyer will develop, if at all). If Meyer's wages are as was speculated over 130k a week, then Everton's Bernard signing for 95k a week seems great and he is at the right age to storm the Premier League the next 4 years. Had Palace made him this offer 1 or 2 months ago he would have surely said yes. The offers he was getting from Italy and Benfica were of 40k and 50k per week, only in the recent days offers for him getting this high. He was in his last 6 months of contract at Shakhtar, could have been offered anytime.

If you assume the PL is in the driver's seat because of the $$$ floating around, Palace still really have their work cut out for them beating out the well-known clubs. Meyer is the big exception (very few of us thought we'd actually get him). The agent is going to go club to club and try to drive up the price, that's their job. To be clear, I'm not saying Palace shouldn't go for him, I just don't think we ever had a chance to get him early and cheap. Might be worth trying to up the offer as you say (though I'm not sure we have the wage room), but I don't see how deep-pocketed clubs don't match. Heck,I could be worth it just to make Everton pay more to get him. There are a few Top 6 teams who haven't done much, so I expect them to get desperate soon.
