The newly promoted teams will be fine, they'll have loads to spend just to get to Prem average with all the new money they'll get. West Ham is a different story. The interesting thing about this window is that it will be a firm deadline for Prem teams to get players in (tomorrow). But then they'll have 3 weeks to loan out or sell surplus players. So they don't actually have to balance the books at the deadline, they can buy now, and then have 3 weeks to work about the best sales. If this does indeed happen, expect the other top leagues to follow suite with the earlier deadline.
