I don't think these things are unrelated.

That's likely the target market given that almost all of the UK is British citizens. Its where the money long term is. Obviously some appeal may lie with tourists and with non-Resident UK workers - but if your looking to make money, and its all about money, the core market is going to be British Citizens. The only way you can really disrupt and destroy organised crime and its appeal, is by removing its sources of income. Organised crime thrives on illicit markets, especially where vice and morality laws create a demand that cannot be fulfilled through legitimate outlets which these days is Drugs and Prostitution (the two are of course also linked - the people likely brining in children and women, are also likely to be utilising smuggling routes - and if you're bringing in a container full of women, then there is also room for a few kilos as well). Where other areas of organised crime is engaged, the profits tend to be lower and require more intelligent engagement, so the associated violence and exploitation tends to be much lower (as usually these methods require some degree of social co-operation and mutual benefit). The focus on human trafficking is quite low. Its easy to hide away from sight, when the only other people who are involved (the punters) are unlikely to come forward, and the women are tightly controlled - I suspect there is also a kind of 'better them, than ours' mentality as well. On top of that the police aren't likely coming into contact with either the traffickers or the women.
