It would appear that Kim is just 'Winding up' the rest of the world with these missile tests, believing (And probably rightly so) that nothing concrete will be done to stop him.

He probably just sits back and has a good chuckle when he says the USA and the others in a 'Lather' at yet another missile test.The more publicity they attract the more he derives a great satisfaction for his actions.

Nations might talk in bellicose terms but at the end of the day apart from further sanctions there is not much more they are prepared to do, certainly not militarily.
