Russian politician Igor Lebedev reportedly proposes legalising football hooliganism. He published this on his party's website "Russia would be a pioneer in a new sport. Fans arrive, for example, and start picking fights. And they get the answer - challenge accepted. A meeting in a stadium at a set time.' Looks like he's trying to outdo Donald Trump with suggestions of what he thinks is a good idea or just wants to make his name known.
