Attacks on innocent people are acts of terrorism if done by "the enemy" but are either acts of righteous self-defence / acts of lone wolf crazies / just simply normal crimes if perpetrated by "the good guys". All this western government hand-wringing at the threats posed to their populations is all hypocrisy anyway given all the support they give to the governments of Saudi and the various Emirates. Well I think Simon's head is large; always involved in espionage. (Name that tune)
