So we've seen some pens given and not given for all the pushing and shoving in the penalty area I think we've opened pandoras box with this as the penalty given to Everton was a joke

In attempting to clarify the enforcement of set-piece shenanigans this year, they've only created a new area of confusion. Klopp complained that his side wasn't given a penalty for a clear grappling foul on one of his player at a corner (I didn't see it, so I have no idea as to the validity of the claim). The referee stopped the corner from being taken and warnd the players. He said that, if the referee had waited a second, the ball would've been in play and a penalty would've ensued. Shades of West f***ing Brom last season when Jedi was whistled for a foul / penalty yet, about three minutes later, when the same offense was committed by WBA in their box, the referee stopped the game and issued a warning. My question: why is it not a foul just because the ball isn't in play? If you grab a player and thus prevent him from moving around the pitch - that's a foul, right? It shouldn't matter whether the ball is in play or not. Otherwise, all a defender has to do is let go before the kick is taken and it's no foul - which is nonsense. It's a mess.
