I didn't have an answer in my head, but suspected they might be on par. Of course, players seem to be criticised more quickly if the publicly known transfer fee is high, rather than the speculated wage package is high. Inflation and their wages not necessarily being known (or without bonuses etc) probably make it hard to do much other than guess a bit.
