They are on sale hoof its all on their website, they can sell play off 2013 1st leg tickets without the oppo team printed on the ticket.

They can still sell play off home leg 2013 tickets, A good idea to sell them as early as possible so why not?

As you say - why not? Just seemed strange given that nobody is yet certain of the date of the fixtures. I guess some people can go whenever it is - or just buy to guarantee a Final ticket?
