The mayor of Albuquerque (tricky to spell, that...)has found a unique way to help homeless people... only a start but seems like a good thing...

I've been saying that this sort of thing should of been done ages ago. Offer them a fair days work, for a fair days pay along with a packed lunch and a Hot meal and shower at the end of their shift. The only people this scheme is likely to piss off are union members.
