Almost entirely true, but this 'actually we've taken entirely the wrong approach and assumptions' to study has been massively underfunded, because it doesn't support a popularized fear tactic that has been utilized for decades now. Because its easier and cheaper to 'try to do something futile and than to do something effective' and of course the 'doom and moral panic approach has

its similar to the hard on crime approach. Its actually the least successful approach to crime and rehabilitation, but just happens to be popular, so we tend to pursue it, even though its actually more harmful to society than a measured and scientific driven approach.
