Those who made the complaint to the police presumably. Who then have the obligation to investigate as by law a crime has been committed.

Once they plead not guilty, it invokes the right to trial by jury. Waste of police time mind you, I'm not sure whats coming of the world where someone maybe blowing someone at a rock concert is shocking. Back in the 70s, it'd been that little girl who was shielded blowing the Glitter Band (allegedly).

Plus what is this whole taking kids to festivals and concerts s**t.

Waste of the police's time, the court's time, the jury's time and the defendant's too.

The police were obliged to investigate, perhaps, but not to charge and that's where some common sense should be applied.
