An absurd policy, to enforce when 80% of inmates smoke. Because what prison needs is another bigger black market and more tension. What will happen is that smoking will continue. It'll just mean a cartel forming in each prison around smuggling in cigs and exploiting other prisoners (and possibly), and the occasional screw making being involved.

I don't have much sympathy. You're severely restricted where you can smoke (or not smoke in the case of e-cigs) as a person at liberty. Just allow them to smoke during outdoor breaks only. I also think all the black market excuses are a joke, as they're admitting they're crap at controlling not only what comes and goes from prison, but also their ablility to notice when someone is smoking. Regardless of where/how they got it.

The police generally are the same with people smoking weed in public. Its quite rare for them to actually arrest and charge someone for smoking a joint (its not worth the paperwork and hassle). In the US there is a very real problem with Prison guards actually being directly involved in the prison black markets.

What's made life easier for those choosing to ignore things, makes it significantly harder for those who don't agree with that stance. "You can't have a go at me for smoking, when you turned a blind eye to my shooting up, officer."
