Who do you think was the most ineffectual US Presidents since World War II? Top three for me are:

Gerald Ford
Jimmy Carter
Barack Obama

Jimmy Carter was unlucky. He was the last President before Obama who you might credit with being an intellectual heavy weight and his advisory roles since he was in office seem to support that.

In general, I think it is amazing that a US President gets any results at all. The difficulty in getting a domestic programme through means that they all usually turn to foreign affairs to make their name. The office has too many hats. They have to be head of government, ceremonial head of state, head of the armed forces. They should make Obama King - he would be good at that.

I think managing to get re-elected, postwar or otherwise, automatically disqualifies any US President from the 'ineffectual' category. Eight years in office and you're bound to leave a mark, even if it's only in the Supreme Court appointments you've pushed through.

So I'd say Ford, post-WWII. Jimmy couldn't get much done, but at least he got the Department of Education started and some important treaties signed. Off the top of my head, I can't think of anything that Ford managed to accomplish during his half a term other than keeping Nixon out of jail.

Surely Obama has been one of the most effective. He managed to push through a national health service despite an economy reeling the credit crunch and a congress that was hell bent on stopping him. Ranks alongside JFK as the best ever for me

Was on watch during 9/11, then launched two ineffectual wars - one of which was based on outright lies and has left the Middle East in arguably worse shape than previously - quite a feat by any standards.

OK well, Trueman ordered the only two uses of atomic weapons so I suppose it depends on which side of history an individual comes down on.

But it was under Johnson that

1) the Voting Rights Act was brought in which enabled tens of millions of African Amercans to vote for the first time since slavery was abolished about 100 years before;

2) he was also responsible for Gun Control legislation which our American cousins could sorely do with now, instead of heading back towards the Wild West under the intereference by the gun control lobby namely the NRA

3) He signed into power Medicare, which is about as close as the Americans will ever get to the NHS without "Obama-care",

4) Admittedly on the negative side he did up the ante in Vietnam via the Gulf of Tonkin Incident.

The trouble is, of course, that Bush Senior was invovled with the 1st Gulf war as President and was the one who ordered "Storming Norman" not to go into Baghdad. That directly led to the death of thousands of Marsh Arabs, the moreso when he didn't use the CIA (of which he had previously been head) to help them and equip them to fight back. Ulitmately it became unfinished family business under "Dubya" to which Blair managed to the UK dragged into.
