Foreign students need a visa and once their course has finished need to leave (after a short period depending on the length of the course) or re-apply to stay and work here. The above is also stated in the analysis shown below. Is it because they stay for more than one year?

They clearly knew this was a way in and just didn't care. They're not genuinely looking to cut immigration; they actively increase it while claiming the opposite and will continue to do so.
