Initially the idea was a genius idea of social engineering, that works really well. Unfortunately such jokes are seen as the preserve of your Bernard Mannings in a world when an option or observation on a particular group is enough to have your branded a racist. Curious then how certain comedians can get away with jokes at the expense of the disabled and Tory MPs in the same breath.

Indeed, they shouldn't really be prosecuted as 'Hate Crimes', the decision should lie with the judge at sentencing (rehabilition in hate crimes and mitigating factors in hate crimes are somewhat different than normal assault etc). I'd also argue that its prejudicial, given that arguably one of the most horrific hate crimes, is typically perpetrated against women (rape) and almost never prosecuted as a hate crime (not all rape, but a lot of rape stems from misogynist hatred).

I would guess that if you searched the Mail and Guardian websites (I don't propose to do it) you would probably find that both have run roughly the same number of stories covering the issue of immigration. That being the case, it's rubbish to say that "you can't discuss immigration without being called a racist." It's what you say; not how often you say it.
