Plenty of businesses, private and public sector, are forced to have a 'representative' workforce with their quotas of ethnic minorities, women etc. If the pendulum has swung the other way, then there should be nothing wrong with encouraging businesses to take on more British workers to give a representative workforce and opportunities for locals.

Probably because the word has descriptive value and meaning beyond being a term of offence, in general language. Whilst referring to a person as a spastic is offensive, the word does have use, I guess, outside that (in English).

Genuinely interested as it sounds like Singapore have a very strict system! I understand certain countries (Qatar for one) have even stricter systems.
