When the police say this stuff is too unimportant to be on the radar, then I think citizens have a right to feel a bit short-changed when FOUR (count them) police forces find they do have the resources to investigate allegations about Ted Heath (for which there is very little concrete evidence in the public domain.)

Budget cuts, its much easier and cost effective to investigate someone who won't need to be interviewed, cautioned, tried, imprisoned, appeal etc than someone who would. Plus its a good source of crime statistics, as you can pin a load of crimes on one person, without actually having to prove it in court. Most of the investigating will be cheap too, interviews, so its just manpower. Meanwhile, a B+E is a nightmare. You've got the officer responding, specialist crime unit (Detectives and Forensics), statements, witness reports and follow up. Likely as not, you've got to hope the individual is in the system for something. Otherwise its an unsolved, on record as a statistic (so lots of admin costs) Then when you do get someone, likely as not you need to appoint a solicitor, conduct more interviews, even more paperwork and admin bring in CPS, officer needs to make a court apperance and the magistrates court to get a minor conviction, of six months (prison costs now apply) or if it goes big, you've got to now attend crown court, provide a judge and jury, more admin, more apperances, more costs. Then the appeals and sentence reviews, prison costs etc... Dead nonses are the police dream. Couple of officers time, a few interviews, some CPS meetings and a meeting with legal (to make sure you don't push it too far and end up getting sued). Throw out some platitudes and compensation for not believing them at the time, and go on record as solving a load of sex crimes, admittedly ones you just added to the system, but ones that will obfuscate your actual clearance rate.

I'd rather the police focused on crimes like rape of a minor, conspiracy to procure a child for sexual abuse, and assorted sex offences against children than say drunk and disorderly, drug offences, public order offences. After all, its important to remember, that children were being raped.

Very fair point although it does seem that some investigation was done but not followed through with for whatever reasons (and I really hope these reasons come out).
