It is, I would have thought, plainly racist (discriminating negatively on grounds of race)to discriminate against one's neighbours on grounds of race by choosing not to live amongst them based on what race they are.If that's not being a racist,hard to see what could be.Does that mean there should be a law against you moving? No.I think many of the neighbours would be well pleased to see the back of you in such circumstances. Because you may have thought the woman was arrested for a "racist" offence because of the headings in some of the press coverage.She wasn't.The heading in some press coverage was a reference to the man,whose separate arrest was covered in the same stories. She was arrested I would have thought for yelling in a "breach of the peace" situation at people quietly going about their business.I suspect the offence was the yelling in a manner likely to cause a breach of the peace at people quietly going about their business.Not the words "go back home".
