This is a long way from a conclusion.

Most people will have jobs and families and will want the easy option that maintains their social, financial and technological security rather than take a risk on rebelling. Same as always. If they make it comfortable enough for most, it will happen without any resistance at all. If they cock it up, or make it harder to make that choice comfortable... mass rebellion. Basically if 'the empire' offers the safe route, most people will take it. Even if they don't feel particularly great about it. Same as always.

I think you are correct. As Stirling pointed out, during the Vietnam war. So makes total sense that they're not involved, rather than it being some sort of conspiracy power play.
