If he is a persistent offender - or he continues to do it, then a harsher punishment for him and/or his parents is required.

To be fair to your viewpoint it didn't really read like something written by a 12 year old but who knows, it could've been. It wouldn't be surprise of the century for someone of low moral character to palm off their behaviour on their kid. I hope that isn't the case though, because if it is, with family like that, what chance does the kid have in life. Hopefully it's all down to the kid, and the attention this has received leads to him learning from it.
