It’s fairly simple, league position is generally determined by the financial budget of the club.
A manager can make a small difference, but not as much as money can.

Must be tough being the owner of a football club - if you looked at each of the clubs in the bottom half of the league & tried to estimate how much money would be needed to spend to -
Keep them in the league ?
improve their position by 2 places ?
Improve their position by 4 places ?
Etc.
If you look at say Everton & Brighton, both have spent a lot of money in recent years (comparatively speaking) but when you look at the table they are more or less in about the same league position as they were before - I am sure there are many similar examples
