That's generally done by the embassy, the money isn't just transferred into some foreign banks, its typically assigned to specific projects and contracts, rather than being a cash bung that's handed over to the other nation to do what they want with it. Foreign aid and loans schemes are generally tied to projects and western interests in the region, or paid to specific charities in terms of emergency relief. The UK isn't giving money to the Syrian state for refugees, its likely funding charities operating in the region such as the Red Crescent.

At least you will get something tangible with HS2 I live in Bristol, so will get nothing tangible from HS2. We'll be left with something tangible- a white elephant too expensive for the plebs. And saving a whole 30 minutes travel time too!!! Worth the £40 odd billion I'd rather have the extra funding for the NHS so it's there when (if?) I (and everyone else) need it, or social care, education, whatever. Why not spend billions building a 300 foot gold statue of Queen Victoria in Slough- at least that would leave us something tangible too
