When a Government issues a bond it gets the money obviously and pays what ever the coupon is determined by the timeline and the economic conditions prevailing at the time. A low risk country like Germnay will pay a much lower rate of interest on the bonds they issue than say Greece. We also enjoy very low bond yields - it's a sign of confidence - I can't imagine holders having to accept a 50% haircut from the German Government,but that's what happened 4 years ago in Greece.
