Unrelated issue! That was evidence of politicians allowing concerns about economic damage impacting their electoral chances to override the scientific advice on the welfare of citizens.

You can converse perfectly well whilst wearing a mask. Those who got fined were because of the numbers involved. Not whether they were wearing masks, standing or sitting. Not if the person you are speaking to is hard of hearing and relies on lip reading.
