The offside play is only penalised when they come involved in active play. So it's still a handball first. Although, I thought the old offside rule was better when you either were, or weren't offside. This is an example of how they've tried to rewrite the law to cover different scenario's and screwed it all up. Taking out interpretation and making hard and fast rules is harsh, but it's the only way to apply them. Refereeing decisions should be almost robotic. Its a shame that leaning into the ball with your arm at your side (and despite having sufficient time to be to be able to move your arm away from a ball), does not get classed as handball however. If I see one of these given this season I will be absolutely fuming because that to me was more of a deliberate handball then Wards.
