His parents are British, he's always had a British passport and said even while representing Kenya that he felt British. Mo's parents on the other hand are both Somalian, he lived there until he was 8 and couldn't speak a word of English when he arrived. What it boils down to though, I think, is the accent and Mo learned English in England, and therefore sounds English. Froome learned English in Africa, hence the twang.
