True, but it will make it much easier for the victim to report it to the police, and require that the police treat it as an assault, plus of course the escort could then sue the individual for things such as loss of earnings etc.

I don't think you can remove risk from prostitution entirely, but you can force the police to do their job (assault doesn't require the victim to 'press charges').

I'm not sure it would exclude addicts, as I doubt they'd be too worried - Plenty of addicts work massage parlours etc which are all but legalised brothels. The focus should be on establishing and maintaining a clear STI record. Men willing to pay for sex almost certainly have had sex with addicts.

But more importantly, by going 'above ground' we can also push the spotlight into the darker areas and parasites that feed on the misery and exploitation - as well as creating points of entry where outreach and support programs can help those in sex work (and out of the trade, including getting people onto welfare etc).

It would of course be necessary for the state to protect its monopoly of the sex trade (effectively the brothels should be state owned and run and with a focus on eliminating private competition).

You'd still have problems.
