Shia are more or less ok with dogs, but the Sunni Islam movements tend towards a hatred of dogs - Although the Koran is very specific about people who are cruel to animals - Special hells.

No, as it would be a risk to the passenger, if the driver when into anaphylaxis or from the reaction etc. It would be acceptable to call another driver, and not discriminatory. It would be unreasonable to risk the health of the driver as well.
