i have rats in my back garden

so I have a small fenced back garden, (approx. 10ft X 10ft). Noticed a couple of weeks ago that something was burrowing under my log store, and had got access to the garden by burrowing under the wooden fence.
Potential food sources were removed (bird feeder) and poison put down.
Feckers took some of the poison, but no dead bodies, so maybe they died somewhere else.
But, in the early hours I still hear scurrying in the back garden.
So I get a pest controller this morning to discuss. He said putting poison down is not advisable, as you can never tell how many rats are dead, plus the poison can get in the food chain via mice and birds, unless you are very careful. Also rats can get immune to poison quite quickly, so it's not always effective.

He put down some snap traps to kill rats (baited with peanut butter), where they present no risk to other wildlife.

Ultimately, once we have cleared the nesting area, we will get rid of the log store, thus removing their house.

The problem I am left with, is that I have a skanky neighbour who leaves her rubbish in carrier bags by her back door, thus creating a food source. I confronted the woman last week about another issue, and we no longer speak. In fact, it is what would be termed a 'hostile' relationship.

So after clearing dead rats from my garden in the next few days (which my neighbour has caused by her poor hygiene standards), how should I approach the matter with her ?

a. Put rat poison through her letterbox ?
b. Put snap traps in her garden ?
c. Throw waste food in her garden, so the rats can move to her place ?
d. Fist to the face. There is no educating the fckwit ?

Also the problem with poison is the f**ker's seem to then die in very inconvenient place and start rotting.

If you know anyone with ferrets (or at a pinch cats) get some of their dung and straw, and put it down in the places where they're coming through. The smell of Ferrets, Polecats etc seems to be a big 'f**k no' to rats.

Rats seem to have a primal fear about ferrets and polecats. My dad has kept ferrets for years, and the area around the cages never has had problems with rats - even when there has been fish food or rubbish stored there.

Turns out that Rats really are scared of something, and that is polecats.

Why I would think I might get helpful replies on HOL is questionable (thanks to JM721). I guess previous form has set me up.

My neighbour is a 20-something skank, who has 2 infant children. Her car is a 5hlt tip inside, full of takeaway cartons and the like.
She drops used nappies and waste stuff out of her kitchen window, onto her porch. She then places these items in her wheely bin the next day.
I hold her responsible for creating this scenario with her careless disregard for hygiene.

Can I inform the council to take action against her ?

This neighbour is the woman who didn't even smell damp in her rented house, until the roof collapsed from an aged water leak last year.

Sounds like yet another neighbour from hell and I suggest you speak to Environmental Services at your Local Authority who may wish to become involved as a genuine health issue.
