The two common factors in this seems to be alcohol and sex with different men. That's not a crime and is up to her but at age 19 to be 'raped' then within two weeks to have had two further sexual partners that we know of both times drunk shows her as someone vulnerable at best and at worst someone damaged with serious issues.

Of course the argument you should he able to wear what you want and drink as much as you like and no one take advantage of you does carry water. But the fact is if you go around pissed out of your brains going off with strangers at some point something bad is likely to happen to you. That's not shaming.. That's common sense.
